Mom is having a surgery 2morrow n shes having a tiny bit of stuffy nose and cough, no fever. i'm worried she won't be honest about her symptoms to the surgeon, will they be able to tell even if she doesn't say? and is it a risk?

Inform doctor: If she is having respiratory problem, she will be at risk of life-threatening events under general anesthesia. If she would not inform the surgeon, you will need to find a way to convey this information to the surgeon. Although an exam often will detect the problem but it is not foolproof.
