I have hypertension and and gout. i have been presribed with cozar and allopurinol. in the even that a flare up happpens, can i take both prescription?

Neither of your: diagnoses are treated with intermittent therapy. You should be taking both medications everyday routinely not just when/if you have a flare up. Often times when you first start taking allopurinol you will have a flare of your gout but eventually with continued routine use you will no longer have any events.
