Most likely normal: If the veins are not painful, non tender and deflate when you elevate above the level of your heart, they are more of a cosmetic issue than a medical one. If any of the above mentioned things are true, then you should have a medical provider examine these veins for clot or phlebitis (inflammation). Best of luck!
