Newborn: The procedure is simple, requires only local anesthesia and heals quickest in the newborn period. If done later, it is worthwhile to get at least to an age the procedure can be explained to the kid so they don't look on it as punishment. Doing it before the spontaneous erections of the pubertal years decreases risk. Doing it now is fine. I would schedule around school needs rather than seasons.
