Hard to say: This would be defined by local healthcare providers and available equipment. In the US, unless the procedure is done at or near birth, or at least within the 1st month (premi's), the procedure is done by urologists. The blood flow to the penis changes and simple clamp/cut techniques are avoided & the kid usually done under general anesthesia. Many wait until a year if not done early.
