I continually have phlegm in my throat as if i have a cold/ flu or something, and it builds up if i do not bring it up and spit it out. what can i do to reduce the phlegm, i drink tons of water daily,

Allergies.: That sounds like allergies. Nasal congestion, runny nose, cough, headache, facial pains and earache can be triggered by fragrances, dust mites, grass, trees, pets, environmental molds and such. There are outdoor and indoor allergens. OTC nasal steroid and nasal saline are worth a try.
