Be seen: You sound like you have developed periodontal disease which potentially can progress and even cause tooth loss. There are a number of potential causes. You would be well served to be seen and discuss treatment options with a dentist.

See your dentist: This sounds like gum disease and needs attention now.

Possibly surgery: If your gums are receding the underlying bone is probably also receding. The more the recession, the less correctable. This is a problem best treated by a gum/bone specialist. Ask your Dentist to refer you to a specialist Periodontist for evaluation and treatment choices.

Gum Disease: Gums follow bone level. So if your bone levels under your gums have decreased, the gums will also shorten. You would need to see your dentist to evaluate your x-rays and gums, determine which treatment to help you, and if they need to send you to the periodontist.
