Black Stains: What are the causes of the black stains? Coffee? Tea? Smoking? Stained calculus? Curtailing habits or foods that can stain your teeth as well as meticulous oral hygiene will minimize staining. Even so, it is important to see your dentist 2x year for an exam and professional cleaning. Proper prevention and maintenance will help you keep your teeth healthy for a long time. Not everything is DIY.

No: You must see a dentist or dental hygienist to have the stains removed. I suspect from your note that you're a heavy smoker. The best thing you can do to improve your health and longevity is to quit.

Responsibility: If there was an OTC remedy for your situation Dentists would have adopted years ago, or one of the OTC Pharmaceutical Companies would have patented it for sale. Sounds like you need to do what you have been avoiding, see a Dentist for competent professional care. Seek out Social Services for list of less expensive providers. Seek treatment in a Dental School. Ask Dentist about payment plan.
