Unlikely: These cuts within the vermillion (red) of the lips will heal rather well & seldom leaves a scar. Saliva has an antibacterial effect & over time it will heal. Any cut that crosses the line into the outside skin would likely leave a scar.

It depends: If the lip laceration is exclusive to the inner lip, likely to heal without deformity. If lip laceration goes from inner lip to outer lip scarring is possible. Follow up with child's doctor for evaluation.
