Of course it is: impossible to determine the nature of your rash and affliction without being able to see and touch your skin. This is unfortunately not something we can help you with over the internet. Go and see a health care provider for an evaluation. This does not sound like an emergency so make an appointment with a local clinic or your family physician rather than the ER.
