Inflammatory bowel?: This sounds like you have proctitis or proctocolitis i.e. inflammation of the rectum and/or colon, i.e. inflammatory bowel disease (Crohn's disease or ulcerative colitis). Or maybe just irritable bowel plus a minor problem like hemorrhoid or anal fissure. If you have had receptive anal sex with other men, it could be an STD e.g. chlamydia, gonorrhea, herpes. See a doctor soon to figure it out.

Bleeding.: IBS does not include bleeding. The bloody mucus indicate something different. You need to see your gastroenterologist and perhaps have some tests done in order to find the source of the bleeding. I would see to it as soon as possible. If the bleeding worsens, you could go to the emergency room. Don't delay in getting this taken care of. Good luck.
