Not sure its IBS...: Is your sense of incomplete fecal evacuation relatively acute ;/or associated with fever, nausea, vomiting, bleeding? Then seek help now. If chronic, consider partial obstruction, proctitis, many different forms of pelvic floor ; rectal dysfunction, ; even irritable bowel. Treatment depends on possible causes. Please avoid self-treatment with laxatives/enemas/irritant suppositories--get evaluated.
