Low incidence while : Most cases do well. However there is evidence that fertility may decrease with age. Hence it is advisable to raise the family early.It is advisable to get the semen analyzed before raising the family to understand the current status.

Can't guess: Surgical correction is optimal at less than 12 months, waiting that long could be detrimental to having viable sperm production unless somehow the testes were not fully abdominal for too long. Only way to know is to have a sperm count and fertility evaluation of the ejaculate to find out - go see a Urologist who is a fertility specialist and find out
