Possible sinusitis?: Antihistamine +/- decongestant may help, but its best to render a definitive diagnosis in the event antibiotics are warranted.

Pain/swelling: If the pain is in upper molars could be either infected sinus or infected molar or both. Could also be allergic response. Check in with either your General Physician or General Dentist for differential diagnosis and appropriate treatment.

Infection: Although we can't determine over the internet if the eye swelling is related to the toothache, if it's an infection from the tooth, it could lead to some very serious complications. Some people have even died from tooth related infections. You need to have this evaluated immediately. If after hours, go to 24/7 medical facility or ER of hospital. See a dentist regardless asap.
