Changes in perceived: temperature of an extremity (arm, leg) most often have something to do with blood supply or nerve perception. There could be inflammation or obstruction to small blood vessels supplying the arm and elbow, or problems with nerves disrupting how temperature is perceived in the arm--neuropathy. Start with your PCP; a referral to a neurologist likely may be needed. Good wishes:)
