Safe: The removal is almost certainly going to be done by laser which will not penetrate into any vital structure. The only risk is incomplete removal.

Should be safe: Tattoo removal if done in a sanitary manner should not affect your brain or spinal cord. I do not see what relationship it would have with lymphomas. Do you mean that you have a history of lymphoma? Tattoos are generally removed by laser which breaks up the pigment. The major risks are infection , inadvertant burns and scarring.
