Doubtful: A standard CT scan of the brain would have challenges in determining inner ear issues or blood flow per se. Additional modifications would be needed for the latter (along with the appropriate clinical symptoms), and other types of scans would be better for evaluation for the former (e.g. MRI, again, with the appropriate symptoms).
