Maybe: Hydrocortisone cream can help decrease itching and minor inflammation's redness or bumpiness. One's primary care doctor may need to examine the rash to see if there is yeast (fungus) overgrowth, or bacterial overgrowth, on the skin or at the hair follicles. If one does not shave that area, it should not be an ingrown hairs problem.
