Folliculitis: Sounds like this could be an superficial infection of the hair follicles known as folliculitis. One cause of this is unsterile clipper blades. A topical like benzoyl peroxide may be helpful.

Might be cysts: Depending on the position, they could be occipital glands. Look for a sore on the scalp. Also look for nits, the hall mark of head lice. They are oval in shape and stuck to individual hairs.

See your doctor: It could be alopecia areata or a fungal infection. See your doctor to determine the cause. It is not an emergency but schedule an appointment to see which of the two it is. Alopecia areata is related to stress.

What is this bumpy area in the back of my head?

Occipital protuberan: If it feels like part of your skull and like a bone it's probably the occipital protuberance and you just noticed it. If it's softer, sort of rounded and seems to be connected to your scalp it's probably a cyst, called a "wen" in the old days. Show your doctor--we like to see lumps anywhere but breasts or testicles since they are seldom serious.
