Yeast: This could be a yeast infection of the area where moisture is trapped in the folds. Keep it dry and use powder, as well as trying an over the counter anti fungal cream.

Fungal: There is likely a fungal component. A topical anti-fungal should. Keeping the areas as dry as possible is the key.
