Infection?: If you think it is infected as in draining pus, red swollen painful and smelly they you should go to the ED to get it checked out because as a diabetic this can cause serious problems for you.

If you cant get in: touch with your primary care - I would advise a podiatrist, this afterall is their specialty. If you can't find one, I would recommend you go to an ER or urgent care as diabetes makes you a high risk patient when you have a foot infection. You definitively need antibiotics and may need some type of procedure depending if this started from an ingrown toenail or ulceration.

Urgent care: Infection in the tie of a diabetic needs to be treated very seriously. To not do so can run the risk of losing the toe or spread of infection. I would present to an urgent care clinic or Er if you can not very quickly be seen by a specialist to get it taken care of. Don't delay.
