Probably yes: Buspirone has the same mechanism of action as risperdal which is very well know to cause elevated prolactin level. Buspirone likely cause much less rise in prolactin level than risperdal.

Not likely: It usually takes 30 mg of buspirone to raise prolactin levels more than just a little bit.
