What you have asked: does not make sense. Sinus tachycardia means that the heart rate is greater than 120 BPM and the mechanism for activation is coming from the sinus node. You cannot have a normal heart rate and heart racing at the same time. You can have palpitations or feel like your heart is racing but if your heart rate is normal than what you are feeling is not your heart.

Paroxysmal - PSVT: This condition sounds like Paroxysmal Supraventricular (or Atrial) Tachycardia - PSVT for short. During times when your heart is not "racing", the heart rate is normal. The times when your heart is racing is when you need to be on a monitor of some type (Holter or E-vent) to make a diagnosis & figure out exactly what type of PSVT you have & what to treat it with. Talk to your doctor / cardiologist

Yes: Sinus tachycardia is defined as a heart rate greater than 100 beats per minute. Depending on the degree of tachycardia and the individual patient, one may feel their heart racing. Sinus tachycardia is normal and expected with exertion, sickness, or excitement. Sinus tachycardia is not normal when resting comfortably without any associated condition. If resting HR is elevated, likely needs eval.
