See a dentist: He will need a dental exam and a dentist can then tell you if they are cavities. If they are cavities they should be filled.

Probably: But you will have to see a dentist to confirm. If cavities probably needs fillings because the upper baby canines still have another 3-4 years before they are ready to fall out to allow the permanent canines to erupt. Small fillings easier and less expensive than large ones, so please call your dentist now.
