Can an expensive removable partial denture that is attached across the upper mouth be donated to a dental school after ones demise?

It's worthless...: ... to everyone else except you. Your prosthesis is custom designed, fit, and made just for your mouth. It will not fit correctly in anyone else's mouth. The materials are chrome and plastic... also worthless as scrap. You're paying for the expertise and overhead of fabricating a perfectly fitting denture and not the materials. Used dentures are sold on eBay as theater props for $49.99
