Safe!: Yes, that would be fine. Icy hot is safe during breast feeding and even safe during pregnancy.

Yes: General rule= anything OTC you apply to your skin like lotions/ointments/etc. are not absorbed in a quantity that would enter the blood and affect the breast milk. The only exception would prescription medicinal patched with transfer agents that are designed to carry meds through the skin (nicoderm/BC patches).
