Contact skin allergy: It is hard to tell exactly what may be the cause with so little information. However I would assume that the person is an adult and the condition is likely hand eczema from a contact allergy to something his hands are in frequent contact or irritant dermatitis from exposure to something irritating or washing the hands too often. Topical hydrocortisone may help. See a derm or allergist if needed
