Nope: Losing weight can make your feet smaller. If you are overall healthy and not losing excessive weight without trying don't worry. Otherwise see your doctor.

Never heard of this: And actually, not at all sure it is possible as your bones determine the size of your feet. If you had some condition that made your feet swollen a lot last year and now they are not, then you could wear a smaller shoe size. I don't think you need worry.
