Yes: These veins under the tongue are normal. They actually increase with age.

Oral varices: Oral varices are dilated viens and increase with age. Most commonly found on the ventral tongue in two thirds of adults over 60 years of age. They are not associated with hypertension or cardiopulmonary diseases.

Maybe: It is very confusing under your tongue. There are many veins that look strange. Check with your dentist to make sure that what you are looking at is normal.
