Not likely.: While more and specific information would be required regarding your symptoms, without significant spinal degeneration, deformity, and/or fracture, static cervical spine x-rays are unlikely to reveal the source of your neck and head pain, especially if the only finding by the radiologist is "prominent transverse processes" as these have likely been there for your entire life.

Incidental: That is an anatomic variant which would not cause symptoms, really what you say is an incidental finding. If symptoms persist may need an MRI to look into it further.
