Unusual: This could be hyperpigmentation that occurs after a rash or injury could also be some kind of stain in the skin from a chemical compound. Rarely this could be a melanoma type skin cancer.For diagnosis and treatment see a primary care physician version. Really can't tell what it is without seeing it
