i keep getting these pulses from my shoulder up the back of my neck that feel like electric shocks. is this something serious ebough to see a doctor?

It may mean there is something irritating a nerve or nerves from the spinal cord to the affected area. A primary care doctor can evaluate, and may refer to a neurologist, neurosurgeon, or physical medicine doctor.
