Allergy meds: There are many good over the counter allergy medications. If the problem is year round, seeing someone who does provocation/neutralization allergy testing could help the symptoms right away.

Probably: Assuming you are otherwise healthy, the answer is probably, especially if you have had a recent cold, and/or plane travel. Call your doc. Rx may include something to open nasal passages, something to thin out mucus, something to kill germs.

Sounds like a virus: Time, rest, fluids, and patience will generally resolve thtese symptoms. If they persist, then it might be worth a visit to your doctor, but these are both incredibly common and entirely self-limited. Treat pain with Acetaminophen or motrin, and try some warm tea for soothing your sore thorat.
