There are many: folk rememdies--tape, baking soda, etc--but I can't endorse any of them. The tried and true: wash hands well, eyebrow tweezers sterilized in alcohol, pull out. Magnifying glass and good light help. If deep, use sterilized needle to break through skin and lift skin on top of splinter. Lift up splinter with needle, pluck out with tweezer. If too deep, to Doc or ER. Good luck!!

Not Easy.: If the splinter is near the surface or sticking out, then the best way would be to use tweezers or a needle to extract it. The deeper ones are best removed by a specialist who has the technical skills and experience in removing them. Trans-dermal illumination or ultra sound can help with the orientation of the splinter and local anesthetic can make the removal easier. Best to see a specialist.

First confirm: that it is a splinter. Sometimes, warts can look like a splinter. If indeed it is a splinter, which you may know if you stepped on some wood. I would soak the foot first in warm water. The splinter will expand from the soaking, try and squeeze surrounding skin, and grab with a tweezer...
