Maybe not: Little bumps that have a "small hard ball" inside are more likely to be acne bumps, which means open comedones (blackheads), small acne bumps (closed comedones), or small acne pustules (whiteheads). They could also be molluscum, which are caused by a virus. Skin tags and HPV warts don't tend to have a lump of stuff inside the center.
