He has a small lump about the size of a dime on the right side of his jaw line, under the skin. he also has bumps like ingrown hair bumps on his lips. his lips have been dry and red. the lump is some what painfull.

Probable infection: Sounds most like a virus affecting the lips, possibly cold sores, and the lump is then a reactive lymph node trying to fight the infection. You could try an OTC cold sore medication like Abreva, and apply warm compress to the lump for 5 minutes (or more) every hour while awake to help it to do its job and reduce the pain. If other symptoms develop, like headache or fever, it may be time for doc.

Lump: Probably enlarged lymph node indicating infection. See Dentist to evaluate teeth, gums. As to the "ingrown hair bumps," a visit w Dermatologist is indicated. In other words, probably separate but coincidental problems.
