Foot xray: Soft tissue in the foot involves the skin.fat ,tendons ,nerves, and ligaments. Typically the description of a soft tissue density means that there is a substance there which does not normally exist there. Most of the time it is nothing to worry about as it typically is something like a calcified blood vessel , or perhaps a small piece of foreign material that has entered under the skin.

Which way...: When viewed on x-ray, all tissues have some measure of "tissue density". Sometimes the tissue has increased or decreased tissue density depending on the various substances that are normally and abnormally found in the body part x-rayed.
