Artery pulsating: If it is not bothering you then forget about it. You decide that it is bothering you enough then go to a facial plastic surgeon.

Diagnoses are just: names & (even when reasonably accurate) do not change reality or solve problems. The name simply means an artery is larger than usual near the skin (lip) surface. By comparison, most arteries taper in size as they get closer to skin surface. Like all arteries, they expand (pulsate) as each heart contraction ↑es blood pressure during heart beat. A physical issue, thus treatment would be surgical.
