No: You may be perimenopausal, but menopause is just that - the pause in your menses. If you are still having cycles, you are by definition not in menopause.

Not normal: You should see your doctor for evaluation and treatment. It is not abnormal to experience menopause at 40 (the average age for menopause is 50 to 52) - but bleeding for that long is not healthy and can usually be treated very easily.
