Depends: Depends on the whole aesthetics of the case. You might be able to get away with just one but in most cases it is multiple to get the case right. No worries

Lower tooth ?: Are you asking about that lower tooth where the bonding keeps breaking and your dentist refuses to rebond the tooth? If so, the answer is no, you cannot put a no prep veneer on that tooth... there is no room since the lower tooth hits the lingual of your maxillary teeth. If we're talking about a maxillary tooth, you can have just one placed if you wish.
