Venous stasis: It's likely there are problems with veins in the legs. Leads to swelling & weeping painful wounds. Sometimes infection on top of this ("cellulitis") but until veins are addressed no reasonable expectation of healing. At a minimum elevation and compression bandages should be used. If available ultrasound with "reflux studies" will show vein problems and how to treat them. Hope this helps.
