Yes: Otrivin is a local decongestant, should not be used more than few days in a row, as continuous use would lead to rebound congestion, and shouldn't be used if you have cardiovascular disease, hypertension, diabetes, and others. Phenergan (promethazine) continuous usage can lead to tolerance: you need more of it after some time to have the same effect. See an allergist or ENT/ophthalmologist for management, good luck
