Yes: Nueropathy is a caused by loss of nerve coverings (demilination of axonal sheath). It affect individual nerves so it is highly possible to have nueropathy in certain toes over the others. Your family doctor, podiatrist and neurologist can determine if your symptoms are caused by dm nueropathy or other causes.
