See below: You may possess Notalgia Paresthetica, which is annoying but relatively benign. Have your doctor treat this symptomatically. Physical therapy may work. But make sure that the above diagnosis is correct.

Not notalgia: Notalgia paresthetica refers to chronic itch over 1 scapula. So it is not that. Perhaps a neurologist can help you, but it does not sound serious.
