Yes: yes they should be touching is some form or fashion. Just present your question to your orthodontist and they will gladly help you;)

Generally yes: Ask your Orthodontic Specialist to review your current status with you. If you are being treated by a GP who dabbles in Orthodontics in between cleanings, caps, and fillings, see a fully qualified Orthodontist for a second opinion.
