I've had my lower left 6 removed, about 3 weeks later i noticed a small tooth appear on the left side of my gum. is it part of the root ?

Bone: Probably a small spicule of bone that became dislodged during the extraction. See the Dentist or Oral Surgeon who did the extraction for evaluation.
