See the pediatrician: At the 2-year-old annual check-up, these things can be discussed. If not talking, the child can go to the county dept. of education for evaluation (to the local school district if age 3 years or older). That's the age division in our area, but might vary in other parts of the country. Hearing can be rechecked (should have passed a newborn hearing test). Early Start daycare can help "late talkers".
