Why is it not a good idea to tell someone depressed or anxious to stop feeling sorry for themselves? won't it make them man up and get over things?

Probably not: Someone who worries aka anxiety will now likely worry that you don't like or respect them and avoid or shy away from you. A depressed person already feels bad enough you don't need to additionally point it out to them (they know). If you want to be helpful you can empathize and say yeah that sucks or just point out how its not so bad and there are other positive things to focus on.
