Many possibilities: soft painless lumps are sometimes lipomas (small pockets of extra fat), cysts (reactions of a hair or oil gland) or calluses (reaction of skin to pressure). If they hurt, or grow, suggest you consult with practitioner with experience in general practice.

Soft lumps are,: generally, not too concerning, but finding them over the tibias (shin bone you are feeling) is not the most common location. It is somewhat reassuring that you find them on both legs. The most common diagnosis would be lipomas/benign fatty growths....one's weight has little to do with it. It would be worth having your doctor take a look to confirm the diagnosis. There are more serious causes:(
