I think this is: a symptom to be investigated. But if your OB/GYN examined you and did not feel a mass, this is reassuring. It could be simple skin dermatitis or eczema or a sensitivity to chemical irritation (soap/detergents) or dry skin. If there is any question, an ultrasound or mammogram may help. There is a worrisome condition called Paget's Disease of the breast that must be excluded. Good wishes:)
